| · Scope and Content | This record group details JDC's policy responses to the growing number of Jews from the Soviet Union who, by the mid-1970s, were increasingly being permitted to emigrate to Israel for family reunification purposes. By the mid-1970s, these numbers soared in response to escalating political and diplomatic efforts. The struggle to achieve emigration rights for Soviet Jewry was beyond JDC's nonpolitical mandate. However, as the agency that historically provided care and maintenance for Jewish refugees, JDC's involvement in this enterprise developed and then rapidly accelerated when thousands of Soviet Jewish émigrés, who could not initiate immigration applications from within the FSU, had to travel to processing centers in Vienna and Rome and wait while their applications are processed. During these lengthy processing periods, tens of thousands of Soviet Jews were essentially stranded in transit while waiting to emigrate. The files in this record group depict how, beginning in the early 1970s, JDC provided a comprehensive portfolio of medical, community health, and social welfare services; financial assistance; educational, cultural, and religious programs; and housing support to sustain Soviet transmigrants during this time. | ||||
