· Scope and Content | Julius Rosenwald agrees to contribute 5/8 of the total needed for an industrial fund for the benefit of declassed Russian Jews, with a $3,000,000 minimum and a $5,000,000 maximum, 10/17/29 - 10/29/29. Subscribers pledge $2,379,000 to industrial fund, payable over three years, 11/12/29 - 11/18/29. Dr. Rosen outlines industrialization project, 11/18/29. He proposes delay in proceeding with original project, 2/7/30-2/8/30. Scope of project reduced to $1,000,000 payable over a three-year period, 9/25/30, and finally to $51,000, 1/20/31, 3/20/31. In October 1929, Dr. Rosen proposed a program of industrial aid for declassed Jews in smaller Russian cities and towns. Individual subscribers to the American Society for Jewish Farm Settlements were called upon to subscribe $3,000,000 payable over three years. Political and economic considerations held back the start of the program, and the scope of it was drastically reduced in September 1930 and again in 1931. The original plan by Dr. Rosen to organize a separate corporation, along the lines of the American Society for Jewish Farm Settlements, fell through when conditions changed.
